本校は〈社会のトップリーダーを育てる〉という課題のもと、〈リーダー〉に必要な資質を探ってきた。特に中期目標に掲げた〈国際社会において貢献できる人材の育成〉に向け、国際社会で通用するプレゼンテーション能力の育成のため、以下のような教育プログラムの開発を目指すことになった。
これらを一言で表せば〈グローバル・シチズンシップ（世界に通用する市民性）〉の育成ということになる。
本校では海外で開催される各種・各教科別オリンピックへの生徒の参加や、海外からの教育視察団受け入れの機会等が増えつつあり、国際理解教育は進みつつあるが、恒常的・日常的な教育プログラムとして定着しているとは言えないのが現状であった。そこで２００７年度より筑波大学教育研究科所属、教員研修留学生との交流計画を新規に設定した。
教員研修留学生とは、日本の大学において学校教育に関する研究を行う外国人留学生（自国の大学又は教員養成学校を卒業し、自国の初等・中等教育機関の現職教員として５年以上の経験がある人が対象）のことで、日本政府が募集している。それに応じて来日した研修留学生を筑波大学も数名受け入れている。毎年１０月に来日、半年間の日本語研修の後、１年間、大学で教育に関わる研修を受けつつ研究を行う。この研修留学生の研究、フィールドワークの場として本校を活用してもらうとともに、授業や学校行事を通して本校生徒の留学生との交流も図るというのが、本企画を意図である。
昨年度の２７期生との交流は本校の授業参加を中心に実施してきた。それらを通して、研修留学生達が本校の学校行事に関心を抱き始めたことがわかってきたので、２８期生には本校の音楽祭や文化祭への参加を強く促した。今年度はこの点を中心に報告する。２８期生の内訳以下の通りである。

本校は毎年６月に音楽祭を実施している。ＨＲ単位で行う合唱祭で、中学は課題曲と自由曲、高校は自由曲２曲をそれぞれ合唱する。約６時間にも及ぶ音楽祭を参観した研修生は一様に生徒の取り組み具合に驚いていたが、同時にほぼ同じような疑問を抱いた。以下はその代表的な質問である。
研修生達から特に尋ねられたのは、合唱曲を仕上げるまで、これほど生徒は努力するのはなぜなのか。よい結果を出すことでどういうメリットが生徒にはあるのか、という点と、生徒はどのように仲間相互の運営を行っているのかということであった。本校の音楽祭は外部審査員も招き、校内での順位は付けるが、それがその後の生徒の人生に何らかの具体的な利益が生じるのかというと、それは何もない。生徒自身が達成感を得るだけのことである。しかし本番を迎えるまでに、指揮者やパートリーダー、一般生徒相互間に、長期間にわたる練習の過程において、さまざまな葛藤が生じる。そこで生徒同士が何かを学んでいくことを本校ではヒドゥン・カリキュラムと呼び（外国人にはエクストラ・カリキュラムと言った方が通じやすいが、外国人が理解するエクストラ・カリキュラムの概念では、我々がイメージしているヒドゥン・カリキュラムという語の持つ感覚が伝わらないのもまた事実である）、かねてからの本校の教育上の研究テーマでもあった。
文化祭を参観した際の感想もほぼ同様のものが多かった。本校の文化祭はＨＲ単位での研究展示・映画・演劇発表のほか、部活動の研究発表活動や高校３年生による模擬店などがあり、これも数ヶ月にわたり生徒達が準備するものである。研修生の感想の一例として、韓国の研修生のものを以下に挙げる。
It was the first time to see Komaba school festival in the autumn. Actually in the spring, there was a music festival and at that time I was very surprised at the sight that all the students sang together so enjoyable. So I expected that the excellent students of Komaba would also do well in the school festival.
I heard that the school festival is a crystal of extra-curricular activities, so-called club activities, which means that the results of club activities are blooming like the form of festival. Since I came to Japan, I have seen and heard that Japanese students are really enthusiastic about their club activities and think of club activities as more important than studying in the class.
Entering the school, I was very impressed that there was a wide audience from the high school students, the parents, people in the vicinity to even some foreigners. The atmosphere of festival of high school was like that of university. So many booths, so many activities… Are Komaba school students popular among other girl students? Oh, they must be popular. In the booth of rock band, a lot of girls were screaming and clapping their hands.
Although I enjoyed the performance of the central stage the most such as singing, dancing and juggling with fire, but I was so impressed to see the elementary school students visiting the mathematics club solve the difficult problems with Komaba school students. Maybe that little students will be the future Kobama school students.
Korea, of course, has this kind of school festival based on the principle like Japan: Representation of club activities or education for the whole man. But in Korea, the club activities are not perceived important as much as Japan. So the festival of Korea often ended up as the single happening like the singing contest, not as the result of the process each club made. From that point, I was envious of Japanese love for the club activities, which I think is connecting with the power of maniac culture of Japan.
また今回は、突然の外国からのお客様に対し、本校生徒がどの程度対応できるかのジャッジも事前にお願いしておいた。
The students were also very nice. They’re very confidence and skillful. I noticed that they were highly responsible for their duties. They are also polite and helpful for me and other visitors.
といったように、おおむね好評であった。
日本の学校教育では日常の清掃から始まり校外学習や学校行事、課外活動などにおいて、班を作り、班長を決め、その他さまざまな役割を生徒に与える。こうした日本では自明の取り組みが外国人の視点を通すことによって、あらためて相対化されるのは、本校の教員にとっても有益な機会である。
来年度はより本校への来校機会を増やし、生徒との交流機会を増やしていく制度的な整備が必要になってくるであろう。
